SEISMIC RETROFIT
AT THE VA SAN DIEGO HEALTHCARE SYSTEM

For the Veterans Affairs - Office of Facilities
Management , R.E.M. performed Design-Build
services for the structural upgrade/retrofit of
Building 1 Penthouse and seismic bracing of utilities
at the VA Medical Center. The scope of work was as
follows:
- Strengthened structural framing to comply with requirements of California Code of Regulations, Title 24, Part 2.
- Braced the Penthouse structure with steel braced frames, intermediate levels, and roof of Penthouse to main structure below.
- Complete installation of seismic bracing and flexible expansion joints for 21 fire sprinkler lines and 1 domestic water main.
- Excavation of existing steel/ductile pipe and replacement with PVC pressure pipe.
- Coordinated removal of fireproofing material containing asbestos fiber to allow installation of seismic bracing and horizontal wind girts.
- Abatement and replacement of firewater piping containing asbestos material.

FACILITY CONDITION ASSESSMENTS

For the Facility Condition Assessment (FCA)
Program, R.E.M. surveyed and evaluated the condition
of architectural, civil, structural, electrical, mechanical,
plumbing, automatic transport, fire protection,
historical preservation, accessibility, utilities, and
landscaping for 146 buildings on seven campuses in
VISN 18, Veterans Affairs Medical Centers for the
Veterans Health Administration — Department of
Veterans Affairs, Office of Facilities Management.
R.E.M. surveyed the following facilities:
Amarillo VA Health Care System, TX
Carl T. Hayden VA Medical Center, AZ
El Paso VA Health Care System, TX
New Mexico VA Health Care System, NM
Northern Arizona VA Health Care System, AZ
Southern Arizona VA Health Care System, AZ
West Texas VA Health Care System, TX
A grading system was utilized to evaluate the condition
of each system and subsystem within each building
accompanied with recommendations for repair or
replacement. The estimated useful life of equipment
and systems and estimated cost for repair or
replacement were conveyed.

R.E.M. provided structural plan checking services for
the State of California — Office of Statewide Health
Planning & Development (OSHPD) as sub-consultant
to various engineering firms. Duties consisted of
review and checking of structural design,
specifications, and calculations for hospitals
throughout California to include:

All plan checking services were performed in
accordance with the California Building Standards
Code, Title 24, and procedural requirements. Our
experience includes the review of nonstructural
equipment anchorage and structures for the health care
facilities examined. |
